Yup, in those cases, the progression is the story. Some games like Assassin's Creed, they combine story progression with "see higher numbers" progression and "get new visuals" progression. Personally, this is my favourite form of game
You could argue that you're still performing mundane tasks - press up to climb up a mountain for instance. Press B and aim your reticle over a target to shoot them. Press A to throw the football. Or in Animal Crossing: press A to chop down a tree, etc. The interface is the same, but the button presses get interpreted in a different way on screen.
