It's interesting because if you look at the statistics on those who commit crime in the DTES it's mostly aboriginal people and those are the ones being targeted. Most policing agencies are based off of "problem based policing." Literally the problem needs to be policed more. If there is more resistance/ non-compliance there will be more enforcement.
