Yes, you would have to surrender the plates to ICBC if you cancel an active insurance policy.
The only time you can keep your plates is if your insurance policy lapsed/expired, and was not renewed, and you then proceed to get storage insurance. That or the insurance agent was a dummy and doesn't ask you for the old plates when you cancel. (Or you threaten them enough.)
