He's got the right thread, he's referring to the stimulus bill with the attached Paycheck Protection Program.
The program that we're seeing scandals popping up in regards to which Trump/Republican cronies that received large sums of cash as part of the program, along with zero oversight in terms of the Fed stimulus program.
Modern day fleecing of the tax payers, very much akin to, if not worse than 2008.
