He hasn't been directly implicated, but there's no way he isn't involved, considering how long it went on and who has been named.
Washington fans have been wishing for him to sell the team for years now, for many other reasons. Hopefully this leads to that and they can get a proper owner in place who will not enable this disgusting culture to continue.
Also if any other teams are doing this sort of thing, now is the time to clear house
