The police would have to figure something out if they want to continue conducting road side noise testing. However, I think that would be too difficult / too much of a pain in the a$$ that it'd be much easier for them to just drop that procedure altogether.
If I were to look at the PCA-CWR outcome under a super pessimistic lens, it doesn't do diddly squat if the police still wants to pick on you for excessive noise. Currently, my interpreation of the MVA is -- police officers are entitled to sent you in for a VI if they subjectively suspect your car is louder than normal. They don't really need any objective measurements to do this. And they can always hide behind the cowardly reason that they are not experts in the subject, which is why they need to send you in to a CSVE expert to properly test this out.
