TBH I don't even know what BC's rules actually are. But I can see why they'd want to avoid being confrontational with masks. Eventually they'll have to though, if people don't accept it as normal members of society.
With things like clubs and indoor venues still open though, it seems like they're not even really trying that hard.
It's not either 0% or 100% lockdown. They can target what gets shut down to make the risks as minimal as possible.
