It's a subscription that currently is for XBOX and Windows, but will be on cloud soon, so anywhere really.
All first party titles are available day 1. So that would include games like Halo and Gears. And new Elder Scrolls, Doom, Quake, etc. There are tons of 3rd party games as well, and they have added EA Access, so it'll include all their games as well. I have enjoyed SO many games I otherwise would have ignored, all for $5 per month
