I can see why you wouldn't want people going nuts over masks, but they did anyway over toilet paper and hand sanitizer. So overall it was a horrible idea to lie and say masks weren't needed when the evidence clearly showed otherwise.

I don't know where you are getting your info. I feel like it is random public perception that hospitals were all stocked up. My wife and most of her friends are nurses in various Metro Vancouver hospitals, and there are a few doctors in her family. Between March and May, many of the hospitals were tight on masks. They had to keep locking them up because there was a ton of internal theft. They were re-using masks multiple times when typically they would be thrown out.
