Need some help on building a 30TB capacity RAID 10 home server.

I currently have a 24TB home server just running on Intel Pentium G4400 and 16GB ram with Windows 10 Pro.
I use it to store my pics and videos for my work and some family stuff.

I was lazy and cheap out on this set up. So, i didn't put too much mind and $$ in this system. Until few of my drives died...lost valuable files on those drives.

Now, I am thinking to build a usable 30TB capacity with RAID 10.
Also, trying to improve performance.
Some of raw Video files are more than 100GB.

Few question i have

1. Does it have to be server CPU ? like Xeon ? Will I7 6700K (Got one laying around) be enough ?

2. I heard people are saying Hardware RAID is dead, most people use software raid ?? But I thought Hardware RAID is must faster.

For the system, CPU + MOBO + RAM +RAID CARD with budget of $1000

Appreciate it if anyone can help me on this.
