If it were illegal then the only u-turn related signs I should ever expect to see are ones telling you where it is legal to do so. By putting up all these stupid no u-turn signs just basically make people think it's legal unless there's a sign telling you it's not.

my guess is that they put those signs in areas where people are frequently u-turning out of convenience, but may be dangerous to do so (view of oncoming traffic obscured)
