In that regard, I don't agree what Cain did was procedurally correct. But what would be interesting is, if the kid sues Cain or the VPD on the fact that the tickets were given entirely based on assumptions instead of Cain actually catching him on the act, what would happen then? Would the VPD summon the neighbour who filed the complain to be one of their witness at the court hearing? That'd be awkward lol~
The kid deserved getting ticketed, but only if he was caught in the act.
