The dad should have recorded the whole incident for documentation purposes. Neighbor files noise complaint, then where the hell is the "noise" when VPD got there at 7am. It's like he said/she said. How can VPD prove it was that car that made the noise, based on what the neighbors said? There could be 10 other loud cars around the block too. I'm not saying the car didn't deserve VI or whatever, just how the incident was handled.
And with city residential noise complaints, don't they normally give you a "warning" first before they slap you with a fine if it happens again?
