Someone in the public sector once told me that if a department wants additional funding from the government, they have to prove with numbers that they are currently overwhelmed.
When a department is allowing its officers to let their imaginations run wild interpreting the law to target something as commonplace as stock vehicles that are federally certified to be sold and operated on public roads, said department is going to need a lot of funding.
