Based on what seems to have happened in a lot of US states, I wouldn't want to ride a "shared" scooter either.
While the government announcement didn't clearly indicate what the e-scooter plans are, I'd be very surprised if privately owned e-scooters are not allowed for us in those 4 pilot cities. It'd be totally pointless if only e-scooter sharing programs are allowed.
