I don’t really understand what type of lockdown you’re asking for?
TO was basically stay at home, don’t go out, non-essential businesses closed period.
The spread happens from people gathering as it is here. There is virtually no way to police private gatherings other than increasing fines to some astronomical figure and they won’t get paid anyways.
“Essential” people still need to go to work, they still need transit etc. It’s not even about an economy or anything at that point it’s about society as a whole cannot even function on a basic level of those things aren’t going
