When people can just say "no thanks" to a Nationally implemented Quarantine. Why would anyone pay any heed to a provincial one?
People can also just say "no thanks" to paying any fines. At our very core, our justice and enforcement system is broken. It worked and teetered on when everyone was getting along, but these situations shows we need reform and thats not something you can do with just a pen-stroke.
