That's not how it works, but it's a nice idea.
Budgets are decided and allocated in April of every year which includes the salaries of police officers and how many they are able to afford for municipal as well as OT budgets. Like, they don't even talk or cross-communicate or work on each other's stuff -- the various sections of any given police force have almost nothing to do with one another.
Again, like I said, how does someone on traffic duties suddenly pivot into a gang task force member? That's months and months of specialized training.
Also, just because you see a VI checkpoint doesn't mean resources aren't being redistributed in other places, ie: White Rock's municipal drug section or gang task force might be seconded into Surrey to assist them IF Surrey requested it or was willing to pay for it... but that affects the traffic division of White Rock how exactly? It doesn't. You're just drawing false conclusions based on assumptions.
