My wife is 5' with non-asian but proportionate to body size fingers. 1.5ct looked so stupid on her. Instead of subtlety it was basically shouting at everyone (women) to look at her finger.

I agree with Dukes too with the size range especially if it's proportionate to her finger girth but I do value quality over size. I'd be more than willing to spend money if it's an heirloom piece to pass down. All our friends with well over 1ct diamonds look lousy even brand new. If bigger is better the quality needs to be commensurate. Women's version of penis measuring egoism I guess.
