I think it has something to do with the Charter of Rights. I know I sound like a FreeDuMbEr, but...
According to the Charter:
All Canadian citizens are free to move around Canada as you wish, barring extradition orders.
I'm thinking there is some kind of line between
1)
"Ticketing residents of your own province for violating Provincial Health Orders"
and
2)
"Barring Albertans (Canadians) from entering another Canadian Territory (BC)"
I think 1 is constitutional, but kinda silly if you're allowing OOP travelers
and 2 is most likely the better choice during a global pandemic, but it IS slightly unconstitutional.
Just my theory.
Overall I think they just don't want stoke any fires of "MUH RIGHTS!" and "MY FREEDOMS!"
