For the partly vaccinated, there's 1 person who was in ICU and 4 that required oxygen.

That's true, compared to each other, the bars aren't scaled at all. But I guess each bar is supposed to be on its own, so you get an idea of how effective the vaccine is compared to no vaccine, or partial. You can get covid and literally nothing will happen 99% of the time. Without it, there's a chance you'll have problems, especially if you're older, a smoker, or are out of shape, diabetic, high cholesterol, high bp, etc. (I've seen people use those conditions as an excuse not to get vaccinated, which is literally the opposite of what they should be doing)
