Also, technically it's a bylaw infraction... I've never seen anyone fined, but it is. City of Richmond bylaws say no person is permitted to pump their own gas. Coquitlam too.

The guys that work the pump at the station I frequent basically just mill about or lean on the walls all day it seems. They don't even bother try moving towards the car when you pull in. Just give a cursory glance, and shout out if you good or not.
Frankly, I prefer it this way so I don't mind it one bit. I don't think they're too worried about losing their jobs because of the bylaw infraction or whatnot.
