Math aint that simple, but yes, a 14k should cool a 250sqft room no problem.
1: most likely the Unit is broken
2: Your windows or door are open
3: You turn on the unit at 7pm when you get home, needs to operate 24/7, with doors/windows closed.
Turning it on when you get home, and its 40c inside the room, with all the furniture / walls at 40c, will do no help.
Air conditioners are designed to
maintain temperature at its rated BTU.
"Pulling down" a room at 40C, is a completely different animal
