Basically it's for really rich people who like to care for horses. There are some really nice mansions there though b/c the lot sizes are massive in that area - in theory you could build yourself a garage building that would make Jay Leno proud.

SEC 2.2.1 of the Southlands Guidelines does read that a garage is permitted but overall the look of any new development is to have the semi-rural look SEC 2.1 "Neighborhood Character" Lot's of building provisions and that also includes floodproofing treatment/drainage/Filling down to fences/hedges/building configuration/environmental effect/etc
Not impossible. Just need about 15-20mil and a whole lot of time and patience.
