I agree with OP, if the shop has to order specialty non refundable parts, he shouldn't have to pay that out of pocket. Shop should talk to ICBC adjuster directly and ICBC should pay if they authorize it. If they don't want to pay, ICBC can choose to write it off instead. But either way, OP shouldn't have to put up any cash out of pocket. That's what insurance is for.
