Depending on the labour to parts ratio, it's probably not worth it for the shop to risk holding the bag on the parts. I may have to decline that risky job. Not sure about bodyshops, but for mechanical we are turning work away daily due to not enough hours in the day. There are always cars to fill the bays, the work is endless.
If you turn it around, do you want to get the car fixed? The shop won't receive payment from ICBC until after the repairs are complete. The shop will float the cost of these parts for that entire time. If it's not fair to the car owner, it really isn't fair to the shop especially if the car owner never shows up for the repairs. It's happened before.
