Game development in Japan has always had a clear divide between console games "video games" and pc "pc games"... Although they started from similar roots with the MSX, once the Famicom became popular, the games split off and the MSX/PC branch went way more adult oriented all the way up until late PS3 early PS4 generation.
Until then, "pc game" sections in electronics stores would be separated from the mainstream stuff - because most of it was pervy stuff. It's like back in the day in the video rental store, going to the porn section behind a curtain. Adult stores would also often have a "pc game" section.
But as console hardware began using standard PC parts, and western games started gaining popularity, PC gaming as we know it started to gain popularity in Japan. Eventually Capcom and Konami would start porting their console games to PC, and they were usually rough. They started getting better, especially Capcom, but other smaller devs fell way behind. From Software is one of those smaller devs that just don't seem to be able to get a grasp on PC development.
And now DX12 puts a lot more control in devs hands, so it gives them a lot more chances to fuck up. Most of the stuttering appears to be related to shader generation, which the game does on the fly. So if you enter a new area, see new characters, do new animations, it will stutter as it generates shaders for them. This is instead of preloading them during load times.
I'm totally confident they'll fix it quite soon, but I have no idea how hard it is to fix something like this.
Unfortunately they use anti cheat protection, so the legit version of the game won't be moddable. Prior FromSoft games relied heavily on community mods to work properly
