While not being a full member, Ukraine has relations with NATO under "
MAP" which means they will assist them depending on their needs, with possible membership later (which they declined to do last year)... They want to make it very clear that they aren't influencing Ukraine in any way, and let them decide what to do on their own. This is exactly what Putin is afraid of, and what he thinks is actually happening, so it didn't matter in the end.
It was supposed to deter Russia from fucking with them, while not giving them full membership which probably would have caused this invasion - and directly WW3 - earlier. Or maybe it would have been a stronger deterrent. Who knows with Putin?
