It's legal just like how cops can take your shit if they think it was used for, or bought with proceeds from a crime.
Iran can very well take trump towers if their laws allow it. It's part of the risk of doing business in other countries.
The flip side is if a country takes your shit, you're likely to never want to have anything to do with that country again.
