If the declare, then if Russia flies in no fly zone, technically NATO has to send planes and attack?

No fly zone literally means what the name states. In order for NATO to actually enforce a no fly zone that will mean they will have to shoot down Russian aircraft and take out ground to air radar/missile sites which effectively means NATO getting into a war with Russia.
