Another thing worth noting is some TV's have "game mode" to try and maximize contrast and HDR and whatever; those have pretty big impacts as well.

Leave the game calibration to its default settings. Adjust the contrast on your tv. If you have a game mode, try it out first, a lot of Sony TV's have well calibrated game modes specifically for Playstations. I was having this issue with my PS4 before discovering game mode.
