Why the hell would Ukraine agree? Russia has shown over and over their word doesn't mean shit.
Imagine your neighbour took over your backyard a year ago, and now he's in your house stealing your shit. Police won't do anything other than giving you a baseball bat to fight him with, but the dude is 10x your size. After putting up a fight, he tells you he'll leave you alone if you give up your kitchen, and agree to remove all the locks from your doors. But he promises to leave you alone now.
