Your passport doesn't inform ahead of time where you'll be arriving from, where you were prior, what border crossing you're utilizing, what time that will be, and other ancillary information.
Your passport is scanned at the time of entry. ArriveCan you're populating that information ahead of time.
I would say that's quite useful information that is not attainable by scanning a passport at the port of entry. Think to yourself why that would be.
