The concept is simple, just provide incentives or assistance for private/public sector to get these people in need back on track with life. Let them understand nothing is free in life. They are free to choose the lifestyle they live in, but if they want gov't assistance, they need to get on a program that either improves them or makes sure they stay out of trouble.

Right now, we are basically just giving out money with no expectation for any improvement from them. This has to change. For the better of themselves and society.

Would you be OK with having a capsule hotel in your neighborhood?
