He arrives without it completed in YVR and customs were going to slap him with a 14-day quarantine for failing to complete the app. The man is triple vaxed as well. Luckily he was able to plead his case to the officer and they gave him a pass.
But what if they didn't? What a way to waste 2 weeks of your trip simply for failing to complete a stupid process in which such information can be gathered via customs in the first place?

How did the airline let him board in the first place? They're supposed to check if all your papers are in order before they even check you in. It's no difference if you showed up without the proper visa/passport/whatever the country needs. The airline is just as culpable for leading him on.
