It's not about what they consider special or not - that wouldn't be clear. They look at make and model for limited production.
So make = Mercedes, model = CLK63
The Focus 'RS' in your case may be considered a sub-model to ICBC which may still work if you had a letter from Ford saying that less than 1500 were made worldwide in a given year. The reason I say this that there is a 2000 Mustang 'SVT Cobra R' on collector plates in BC. So it is doable even with a sub-model as long as the numbers are there.
