Well, nothing has been proven yet so before I form an opinion on it they have to confirm the offence actually happened. And if it did, to properly form an opinion I want to know the nature of the breach.
I'm going to be far more sympathetic to a breach if it was due to, say they were crashed into by another competitor and now they needed to spend a bunch of money to fix the cars, build new parts etc.
I'd be less sympathetic to say a team blowing over their cap because they simply spent more on development.
Inflation is a big factor here too, where a team that spent a whole bunch of money early in the season when it was lower could be advantaged over a team that spent more a bit later.
So I don't think it's so black and white.
