Since you said they ripped out the hot water heater I bet they installed a new direct vent tank which uses a fan to push the exhaust out that PVC pipe as opposed to venting up into a chimney etc.

So yea, it’s probably an exhaust vent

Honestly it’s probably far enough away it’s not really a concern
