Never sure with crypto. Especially when an exchange is operated out of a region that it isn't technically supposed to be in.
For what its worth I found this exchange while monitoring the FTX disaster. This particular absurd Russian exchange were use to get money off the exchange
Don't send the motherload ofc. Test the water little by little. For someone with money stuck inside a regime. There isn't much to lose.
