Developers may say they're provisioning for EV charging, but knowing them, they're going to do the absolute bare minimum.

I can also see Hehe's argument, but he's also speaking from a position of privilege. Clearly he's in a SFH and can afford to pay for a substantial upgrade. As others have already pointed out, some people may not be in a position to get a charger installed, even if they had the money to do it!
