$21 isn't much in this city. Working at the airport isn't a breeze either, security clearance and all that crap can be a pain in the ass, it's also not the closest commute.
I can see why they have issues attracting workers.
I've said it many times on this forum, via the cost of housing in this city -- we've essentially fucked ourselves, get used to this kind of crap in the future.
