Even licensed techs will ask you if you want to pull permits, you can say no, and they will still perform the work
usually to code.
Looks like these guys didn't bother asking, installed it incorrectly and illegally,
and didn't care about meeting code. Most guys will not remember code by heart but will have done it enough times to generally know what will and will not pass.
