This is fantastic news, even if it's 100% taxpayer funded. Vancouver music scene is hilariously lacking for a city that claims to be interested in the arts, and there are great transit options to get you there. Money to be made, fun to be had. Shit like this is what makes world class cities. Not a bunch of empty glass towers.
