BoC was just saying very recently that people shouldn't expect rates to drop any time soon though, and it did consider raising rates at the last meeting.
Personally, I see no chance of rate dropping in Q2 / Q3 this year, and it is still unlikely that rates will drop in Q4. I wouldn't even be surprised to see a 25pt rate hike some time this year too, but there doesn't seem to be much room to move up at all (otherwise stuff would start breaking).
