Those same positions pay a bit under $60k now I think.
Any mofo can go to jobs.gc.ca and apply for a CR-04 rinky dink position at the fed gov and make $55k give or take if they even have half a brain and bring their own bib to catch drool. Saying you can only make $40k here is the result of numerous excuses not a factual statement.
edit: it even went up after the new contract went in place, here are the 4 steps for a CR-04 (CR-03 doesn't exist anymore I think):

I am not joking when I say CR-04 jobs at the fed gov often just involve you being able to breathe and show up every day... zero decision making involved, pure data entry, simple spreadsheet work. If you can't hack that, I don't know what can help you anymore.
