I think dog insurance "may" be more worth it than cat insurance.
I don't know a single person that has not had a large dog bill, regardless of age.
But cats just seem to do their own thing
My cat is pushing 20 years, and in the last year I've probably spent 2000$ in vet visits. She's going full senile.
Before that, she has never been to the vet, other than typical shots when she was small.
Same goes for most of my families cats over the years, I don't think a single one has been to the vet
