We’ve created a culture where it’s acceptable to do this. And as per the article, you receive zero punishment for your crime so why wouldn’t you continue to do it?

While I totally agree that there should be consequences, I don't think it is effective or efficient to run these people through the system, put them in jail for however long, that actually works out to be more expensive and time consuming in the long run. Maybe some sort of restorative justice where they have to make license plates, clean the neighbourhood, or community service ... I dunno.
