No doubt it is or least was a problem and I'd always hear how bad it was just never really experienced it. Also if I remember right it was only a handful of thieves that were responsible for the majority of those thefts.
Now having some crackhead smash your window to steal 50 cents out of your ashtray, that was much more common.
