It's a good point about localized social norms and expectations. In Vietnam, it was the same advice. Just keep going and don't stop. if need be the scooters will go around you. It's when you play frogger and stop/pause for openings that will put you out of the normal expected pedestrian behavior and cause issues.
My MIL got honked at quite a few times crossing streets when she'd get nervous and pause in the middle.
