IIRC here in BC, there is an expected completion date, but there is also another much later date where the developer can hold off on before delivering the unit to the new home owner. The later date is definitely written in the pre-sale purchase contract, so unless that date is due, the buyers really have no recourse because that's literally what they agreed to.
